do you know where that came from? I do. it came from a RAND (western thinktank) report written in 2016, and was based on an entirely different scenario
so essentially, the west made up a ludicrous win condition for russia, and then declared russia incompetent when it didn't accomplish it
russia *didn't even try* to take kiev. they pressured it for the purposes of negotiation, then left rather than attack it. they don't *want* to attack it in force, and if they did, kiev would be a burnt out ruin by now

they want to be able to dictate every little thing we do, but then when we ask them to actually take responsibility with the authority they claim they pass the buck right back down to us
and in the rebuilding process, the government is going to be a HUGE hindrance again. instead of being able to build perfectly safe but primitive homes for cheap to tide them over for a few years, the state and feds are going to demand that the victims jump through every bureaucratic hoop and adhere to every last little detail of the latest building code -

They want to have control of the whole situation, and it doesn't matter if they're incapable of actually managing it. Bureaucratic bullshit takes precedence over actually getting things done 100% of the time.
If FEMA, TEMA, the NC equivalent, etc. didn't exist the recovery would still happen without them. If it takes them 5 days to show up and then they want to take charge, the locals would be better off without their "help".
However do you suppose anything got done before "incident management" faggotry came along? -

Of course the government is going to have to be involved. The government itself is the biggest obstacle to recovery, and government interference both past and present will contribute about 95% to the total cost. Nothing can happen without the bloated leech of the government taking its cut. That does not make it a good thing.
The very problems you're citing in terms of producing goods were caused directly by the US government over the last several decades. -

What exactly are women *lacking*? They have just about every privilege they've ever asked for, and no responsibility to go with it. They receive tremendous assistance from government at all levels, and they're favored by all organizations. This has made them incredibly miserable on the whole and if you try to take any of it away, they flip the fuck out.
There's no point in even talking about this, quite frankly. It's not a conversation that can even be had because just pointing out the facts gets the observer (me) labeled a woman-hater. -
