But they don't have the communication genes. Any society with bears would ultimately boil down to them being trained, domestic animals in the best case scenario. They are fundamentally different than humans, and so direct comparisons must maintain an extremely specific scope. Too broad or too much extrapolation and you run into the issue of comparing apples to freight trains.

Language would probably have been a better word than communication. Do bears 'talk' or do they 'communicate'? Dogs communicate, crows communicate, dolphins communicate, and yet none of them talk. Without language there can be no integration into human society.

On the one hand that would mean the amount of others who speak it is lesser, but on the other it would make you stand out if you spoke it. If you see a couple of white guy speaking to each other in Russian, they might just be Russian. In Japanese, they might just be weebs, much more weird. In Chinese? now things are getting downright suspicious. In a conlang, they must be turbo nerds; you'll stick out like a sore thumb. And if it is knows that dissidents are using a foreign language to communicate, than the more excuses you can muster for speaking that language the less issues you'll run into. Conlangs are just asking to get you othered. If I were to chose a language I'd go with Spanish. European language; third most spoken in the world and taught in every school (no cause for suspicion); let's you get by around the invaders that will only increase in number for the foreseeable future; and if you need to flee the US going to some South American shithole is probably the most realistic for most people, even if it's just a short term solution before going elsewhere. But what's most important is learning whatever everyone else is learning if this hypothetical alternate language moobment ever actually happens.
