Anime isn't seen as "serious entertainment" (even now) so it's treated as an option of last resort for people who can't make it in Hollywood. It doesn't help that the few people who they pulled off the street in the 90s and stuck with it managed to pull up the ladder just as sales were picking up.
You see the same thing with videogames even though they make more money than film. American devs, writers, etc. still treat it as a stepping-stone to the movie industry or at least try to suck up to them because they view it as having more "prestige". The guy who made Dexter's Lab complained about studio execs encouraging him to "graduate" from animation to live action too.
The few good dubs of the era were when they just happened to find someone who cared like Domon's VA in G Gundam.

It doesn't matter if it's continuous or not, it's effect still resolves even if the card is destroyed, it would specifically need to negate card effects.
This is the reason for the old joke: "I chain MST" since it would accomplish nothing against a trap card that leaves the field anyway.

It goes further than that. In the original manga, the card was only supposed to be around for one story arc before it went to another game, with Duel Monsters only being included since he liked MtG at the time. Takahashi simply retooled it around Duel Monsters after seeing how popular it became; he was able to have the final battle in the manga take place in D&D like he originally planned though.
Also, Bandai had their own version of the yugioh card game before loosing the rights to Konami.
