Unfortunately, this also means another tangent and I'm probably going to have to break the post up into a series of its own to properly explore it.
It's actually good reinforcement for the overarching theme of "the maths is simple but reality is out to confound it at every turn". -

PS1 has a 30 MIPS CPU but a dedicated matrix math coprocessor running at 66 MIPS and a motion decoder coprocessor running at 80 MIPS that complicate direct comparisons. There's also the GPU and SPU, all of which the emulator is doing in software. -

The 1 game thing with Bleem! was just for their Dreamcast version, the PC release was general. Full library compat is hard because you don't know about obscure API calls until you encounter games that use them, or weird edge cases until you see games that rely on them. -
