few years ago i decided i was going to go all datanerd on it, try to see what tf was up
like, what would it generally even cost, in broadly round numbers that have some basis in reality, to just make it a public service
gave up because it's next to impossible to even get good numbers
anything publicly available has the stink of politics all over it, and government numbers are incompetent lies at best
it's gotten worse as the industry has consolidated

As a baot person, I wish I could provide more info on the Baltimore happening, but it's complicated.
Container ships are shitty vessels. On some level they are really clever, as they are made to run with minimal crew practically non-stop. But they are built to haul, and haulage vehicles are not good for anything other than hauling.
The video shows the lights out, coming on, then out again, right before it hits the bridge. So there was clearly something fucked up going on onboard. The crew will be something like 20 people, but if there's a serious engine or power problem, there will only be a couple or so engineers to work on them. And, this being a container ship, they very well may be "engineers".
Typical procedure for inshore or coastal waters is, in case of trouble, drop anchor. This is a dicey process for a container ship because that means cargo shift. I have no idea what the bottom is like in Baltimore harbor (I will be checking for sure), but if it's a shitty bottom, the anchor may need way more rode than they had time to pay out, depending on when the problems started happening.
Container ships are supposed to have hydraulic backups for steering which should be working even with power loss. They even have old-school intercoms that don't need power so they can continue to communicate without power. But if the ship was moving too slowly, steerage won't do anything. If there isn't enough water moving past the rudder, the steering is weak and vague at best.
So it's possible that they 1) lost power, 2) dropped anchor to stop, 3) but anchor wasn't holding fast on shitty bottom, but 4) slowed the ship enough to keep steering from working well, so 5) wham.
In our modern fakengay world, I'm not filled with confidence we'll get a real answer. The Coasties, I think, are not corrupt. They take their job pretty seriously, so maybe we will. But I think the real truth is likely a serious lack of proper maintenance and lack of real crew skill. The global economy runs on these stupid, shitty baots, and the pressure is strong to run them regardless of condition.
