This isn't an ad hoc position, just because some people violate social convention, doesn't mean that it stops existing, it's understandable that you hate them but I don't see how the rest of fedi is involved, most of which in my experience isn't like this

Inapt analogy, the idea of the public scope is that it's public to users and on Pleroma at least, there is an opt-in toggle that allows indexing which as:Public doesn't respect. I don't know if Mastodon has it, because I've never used it
