And there is no Tax Consulting lobby, that push for laws to make sure that all those people are required for all the citizens.
So, income tax return filing (tax declaration it is called here) is for most people just a form that arrives; Check the numbers and sign. Also means it is hard to avoid/lessen the tax.

Perhaps one could have 12,000 crypto currencies with balances for them to figure out which one of those have any value relative to last time. But...probably don't care until it goes in/out of the banking system.
