Because DS9 just beats out TNG.

That said, I think it really depends on what kind of person you are. I like darker and gritty, more serious things. TNG was good and all, but there was a lot of levity and that kind of broke the atmosphere of “we’re in space and doing important things for the good of the Federation”.
