Just to be pedantic, there’s ways to enforce #fediblock that don’t make the scoreboard. Some literally who 20 people instance does this to eientei, so there’s surely more. These might add up to a notable increase, along with the other things you’re not mentioning here. I imagine it’s nothing worth challenging the point you’re making though.

  Sure; there are also people that don't like the list and have blocked instances on the list for their own reasons, which inflates the number; there are instances on the list that are dead, too (e.g., mastodon.technology has been dead for three months, per http://demo.fedilist.com/instance/mastodon.technology , but they still contribute to the scoreboard: https://fba.ryona.agency/?reverse=mastodon.technology ). Best you can do is produce an estimate. This was an easy estimate off the top of my head; I'd be interested in a more reliable methodology, but I don't think you can get an exact number.
