In the USSR there was somewhat decent public services in place that people could keep using (public transit, apartments, industry, etc.) and the people operating it were competent at doing so, if a bit "lazy" (they pretend to pay us so we pretend to work).
We've got none of that here and I expect as things collapse, that will get worse as the rulers try to run off with everything of value they can get their grubbly little hands on.
Don't forget regulatory capture, where the companies you are trying to reign in fill the government agency using that revolving door and use it to create a government-backed monopoly for themselves and effecively make competing against them illegal.
Data centers don't need clean drinking water for cooling. Restrict them to grey water (non-potable water excluding untreated sewage) and this is no longer a problem. They can foot the bill for upgrading the water if they need higher purity standards.
You do care more about having fresh drinking water than tearing down civilization for the sake of tearing down civilization, right?
