I remember reading quite a few years back about how the Dutch Communications Ministry Agentschap Telecom (now the Rijksinspectie voor Digitale Infrastructuur) had started introducing this - (with surprisingly little comment about it across Europe)

@aral @bbcmicrobot I didn't realise the BBC Micro was also used in education in #Malaysia (although it makes sense, as Malaysia is a 230V country with PAL video standard and strong historical links to the UK)

ironically the Vimeo link (at least here in UK) requires a login due to "lack of age rating" (despite this being a harmless, well known 1980s pop video) - further reinforcing your point and extending it to *all* corporate video sharing sites!

The preview appears on my (German) instance - but
any stronger laws than the EU haven't been implemented yet in UK (even if they are in the pipeline), Vimeo is choosing to pre-empt or goldplate them either for ad revenue or to keep government contracts..

Every commercial site is just about unusable on mobile devices due to ads (although I can usually get Firefox to run Ublock, this breaks more sites on mobile than on desktop)...

lead dev of VLC media player has also turned down hundreds of thousands of Euros to sell out. Maybe a significant factor is both are based in Europe, where even a modest income (by USA standards) can still provide a reasonable quality of life..
