The preview appears on my (German) instance - but any stronger laws than the EU haven't been implemented yet in UK (even if they are in the pipeline), Vimeo is choosing to pre-empt or goldplate them either for ad revenue or to keep government contracts..
Every commercial site is just about unusable on mobile devices due to ads (although I can usually get Firefox to run Ublock, this breaks more sites on mobile than on desktop)...

In this case though it seems to me that it's not Vimeo's fault that the UK regulators are forcing them to do this… Whereas YouTub is freely making a decision to enshittify their service.
ironically the Vimeo link (at least here in UK) requires a login due to "lack of age rating" (despite this being a harmless, well known 1980s pop video) - further reinforcing your point and extending it to *all* corporate video sharing sites!
