The problem wasn't that the rollout was botched or that the laws were too confusing, it was that they empowered a bunch of abos who immediately tried to extort $2.5 million out of some people who wanted to revegetate an area damaged by bushfires. -

And let's not forget they continued to bring in thousands during the early months of the scamdemic, despite the border closures. To get around the entry restrictions on chinks, they simply treated them to a two-week holiday in Bali beforehand so technically they were arriving from Indonesia.
