No, she fucks up plenty and is a genuinely flawed person. Has to use smarts to survive and barely manages. The later movies give her a bit of an Arnold Schwarzenegger/Chuck Norris/Van Damme vibe, but that's more because those type of movies were popular at the time, not because of politics.
