Substack is a non-free platform similar to linkedin and facebook (although smaller).
In my humble opinion you should consider writefreely, writeas or ghost (pro?). Writefreely and ghost are free/libre software and can be self hosted. Writeas and ghost (pro?) are the hosted versions.
Writefreely/writeas integrates with the fediverse. Ghost (pro?) is similar to substack.
Pixel6a seems expensive but in price per year (divide by years of security updates you will get) it is cheaper than or equal to most phones.
The bigger problem is that I personally do not want to promote Google or give them any money.
But for an activist, whistleblower, journalist who wants to protect his privacy/safety and needs a phone this seems like a moot point. Best is of course not to have a phone at all.
Briar on top of grapheneos without a simcard is a pretty easy combination to get some level of protection for some threat models.
Personally I would get a pixel 6A if I had to get a phone right now. Multiple years of security updates so the price per year is actually quite low for a relatively modern device that can run grapheneos.
Alternatively the pinephone (pro) with mobian is also really nice for testing or development.
