Destroying small communities and disconnecting large families was a very successful tactic for the rulers. Those are the focal points where trust can be built out from. It's no accident that historically all "our thing"s were mostly based on ethnic and familial ties.

With the economy turning bad local self-help communities may form again. Things can be built from there.
