First, you need to consider how you like to play; some people like voice chat games, other people like forum-based way by post, other people like scheduled chat rooms or whatever else. Then, you have to get people who are into one of the same systems that you are on top of that. So unless you want to play D&D 5th edition or voice chat, you instantly eliminate almost everyone just with these two filters.
Then, once you have that set up, you need to sort the good players from the bad ones. The ones who add to your game as opposed to detract from it. Now, this is a matter of style and taste as well. Some people will do things that you find annoying and other people find really cool and vice versa. Now also considered that these random people might consider you the low quality player, and might filter you from their circles. It's a two-way street after all.
Then consider as well that most people who play online do so because they can't find people to play with in person. This could be because they live in a particularly rural or alien place, but in reality it's mostly because they are That Guy.
All in all, the way to build up a good RPG group by your standards, whatever those standards are, is likely going to involve gradually building up relationships and recruiting strangers to see if they work out, and the vast majority won't. This will take years. I have to question if I've done it, and I've been at it for a long fucking time.Machismo likes this. -

Hence an index of fedi RPGers (and/or active games) and the rest will sort itself out.
In terms of software stuff, yeah, PBP vs sessions seems like a pretty significant choice, but on the sessions side I would like to think everyone can agree on "anything not proprietary", but I bet half of poast and baest, if not more, would insist on fucking discord for some fucking reason.

They'll use anything as long as it's not FOSS. Ghostwalker's Mage game runs on freeforums.net, And he has tried multiple times to convince his players to jump ships to a VPS running phpBB or nodeBB or whatever else but they hard refuse. I tried running a Werewolf game over Matrix and it filtered so many people. I'm not an ideologue between FOSS vs proprietary, since I just use everything, but I can attest that almost everybody is, in favor of proprietary. I don't approve of it, but I'm fully convinced it's real.
I like to complain about the user experience for FOSS chat services like Matrix and XMPP, but I don't think that's the real issue to people. I'm pretty sure that I could clone Discord's UI and then improve upon it greatly and then people would refuse to play my online games over it because "nobody uses that" or whatever.
This is why I brought up other people filtering you as the shitty player; because they can just as quickly refuse to game with you for whatever reason. And dying on the FOSS hill can absolutely be one such reason.Machismo likes this. -

But the thing is, people get real insistent on different things, and if they all contradict each other, then you can't build a game. In practice there's usually means being willing to compromise with people, but the flip side of that is a lot of the time my prejudices get vindicated in the worst possible way.
So if you ran a game I was interested in, and you insisted on XMPP or Matrix or whatever other service, I personally would know better than to hard refuse just based on your preferred medium. But most people wouldn't. Then on top of that, just by picking a particular game and putting a particular flavor on it, I might not be interested in that. And that would filter me. I won't just play any game.

You'll write a little script that lets you search for players based on their preferred games, media, etc. Then everyone will put in their preferences and about 10 other people will show up, assuming you have a database of 10,000 people. Those 10 people will all know each other and about half of them will hate the other half for whatever reason, and so games will rarely kick off.
