     Yep. But I think that they should be more explicit and put in "18+ only" or some shit and openly make it policy to ban anyone under 18, like many sites do.
     
     Most sites in this part of the web have a "no underage" rule not even solely for legal reasons but because underage kids will do stupid shit.

     It has nothing to do with style guides. The reason for the 13 yo requirement is that it's the minimum age at which COPPA does not apply. In other words, they're inviting children onto their explicitly adult oriented instance so long as they can avoid prosecution.
