Even if the scope is supposed to limited, it is practically guaranteed that in practice it won't be. Consider the overreach that occured with the patriot act to see what to expect, except possibly worse. -

The Secretary needs to "evaluate" whether or not the things listed will be a part of whatever's going on in sections 3 and 4... Before all others. It's a list of things to prioritize. A list of things to look at first and foremost. Also notice how it's not "These things" it's "Equipment that's sold for use in these things"
So what's going on in sections 3 and 4 anyway? [Pic 2]
In simple terms, the authority to block telecom providers from purchasing equipment that could be sabotaged or surveiled by a foreign power. Specific foreign powers are listed. I included the definition of "transaction" before section 3, as that makes this a bit more obvious. Section 3 applies to "covered transactions"
Section 4 [Pic 4] directs the Secretary to produce for the president a report of holdings that might be unacceptably in the control of a foreign power. But... What's a holding? Maybe that's where the wifi is?
Nope. [Pic 4] A holding is stocks and shares and equities derivatives and all sorts of rich people stuff. So... Not your home router.
That's an awful lot of info, and unfortunately it's also a very very short analysis of a very short part of the document, to debunk one FUD-sowing video.

Wireless Local Area Network or WLAN is also commonly known as Wi-Fi but other things like Bluetooth fall under that category as well.
A Wireless Internet Service Provider or WISP network would be known as a Wireless Wide Area Network or WWAN.
