What we're implying is that similar research was happening in UA with different methods. Californian flu was the outcome, thankfully not as potent nor transmissible.
GAE can't legally perform gain of function and some other types of research and especially bioweapons research on it's territory, so it's offshoring it's dirty work all over the world.
