Well, if by "local resources" you mean scavenging, then it has to be based on car / truck alternator, because I don't think you can get anything more suited. But then you have to stick with 12V/24V loads because both scavenging for inverters would not be that easy as well as quite complex system. Essentially you are talking about small power stations that can charge or/and run some data relays, LED lights, radio. Not AC or heating or stove-top.
If by "local resources" you mean build it from scratch, from ore and fire in furnace.. No. It's not viable.
Back to alternators - they are very nice as you have lots of them available everywhere, but the biggest issue there is the RPM ratio. You can have high enough RPM form wind, but in water, you'll need transmission. Some way to put 2-3-4k RPM in that alternator, as at below 2k it is sub-optimal and below 1k it will produce shit all.
