Have to disagree: Constitutional rights override state law. Rowe vs. Wade was a similar example to 2A: a constitutional right over-rode state laws with bans, but the court put some legal grey area into the description of that right so some states ended up far more permissive than others. States can abuse or exploit grey areas of legal thinking about what a constitutional right means, but they cannot override the right itself, hence Gavin Newsome's push for a 28th amendment
