About the tools, no idea where you live, but I’m certainly sure you have blacksmiths and woodsmiths at your state. Now, you can always build and repair your own tools, my grandfather used to do that. He didn’t had fancy Amazon or HomeDepot to just order a new hammer each time it broke because “it’s cheap”, “it’s easy”

People are free to decide their own laws, but does not make owner of others investments and property. A government have no jurisdiction to your building and each asset inside, it violates the basic common sense of property.
Is up-to politicians to attract and keep investors and businessmen, some may use low taxes (Ireland/Panama), law protections (US/Europe/Japan), mandatory political involvement (China), and others just peace guarantee (Swiss).
Industry have the whole right to close if they want, for whatever reason they want, it’s private. Otherwise just make public industry.
