Yes, this is exactly the sort of thing that's missing from the voice experience IMO. We have some of it built into screen readers already in the form of automatic language switching, along with ways to tell your screen reader to ignore it if you need/want to.

CSS Speech properties are really about elevating the experience - a bit of emphasis, a relative change in pitch or volume etc.

@notabene @matthiasott we have a lot of work to do before we can get it to Recommendation. In conversation with browser implementors, I'm hearing they're unconvinced by the use cases - specifically web readers in the first instance.

Yes, I agree. I think the primary use case is web readers in browsers. At the moment there is no way for content producers to brand the way their content is presented with synthetic speech.

If that goes well, then support outside of browser/web readers is the next step - including potentially for screen reader users. But there we need to tread very carefully.
