Yes, this is exactly the sort of thing that's missing from the voice experience IMO. We have some of it built into screen readers already in the form of automatic language switching, along with ways to tell your screen reader to ignore it if you need/want to.

CSS Speech properties are really about elevating the experience - a bit of emphasis, a relative change in pitch or volume etc.
