@graf @coin @Terry Strictly speaking that isn't correct.
There is a prohibition on targeting non-combatants, but incidental damage to uninvolved persons and properties is governed by the principle of proportionality outlined in Additional Protocol (to the Geneva conventions) 1/51(b). To which Israel is not a signatory.
Nevertheless, it can be assumed to be a part of CIL, and therefore binding. However, there isn't a real formula to calculate proportionate response, Israel has historically keeps incidental damage well below the global norm (despite media reports claiming otherwise), and if the UN's own dealings with it's own and NATO's bombings of radio stations in Serbia and Somalia is anything to go by, it would suggest that nuking Gaza would be a proportionate response.
I don't expect Israel not to be subjected to double standards at the UN, but according to the black letter law, it probably isn't doing anything wrong.
