In Boston they have changed the policing policies so shoplifters and petty criminals don't get charged. As a result, the pharmacies have closed their stores in low income areas.

Now people who need medicine have to travel a great distance, which can be quite frustrating, and they weren't responsible for the thefts. Indeed, I have personally seen customers run shoplifters out of a Walgreens.
