Marriage properly understood is the incubator of new life, and thus as an institution it is of paramount importance to both state and society, and should be regulated accordingly. The idea of government "neutrality" on an issue of such paramount importance is an absurd one. The idea that all public institutions must be value neutral arose in the 1950s, and the social fabric of the nation has only decayed and unraveled since. Marriage is and can only be between a man and a woman, and only a society that affirms that in all its legal and cultural institutions can hope to stand, not one that hides behind a feeble veil of "neutrality."
