     @Terry They could probably make a pretty big RTG or series of RTG's and it would still technically count as a "nuke plant". I just doubt they're gonna plop the glorified steam engine of a proper NPP on the moon.

     @Forgetful_Gynn the construction be automated at first using drones and then they will ramp it up to include humans. If they need a nuke plant to power this place it probably ain't some rinky dink operation.

     @Forgetful_Gynn I guess. But you'd think eventually they'd want a proper NPP in case they need to expand the base.
