This is also why the federal government is at one of its weakest point, while it may temporarily control the infrastructure, it lacks any morale, and in a real civil war, defection would devastate the federal military. No one is going to die for it. Plus, their political base are faggots who won't fight, and they're not going to draft because they would just be handing weapons to the opposition.

Why do you think they would try to obtain congressional approval? They already have a court ruling to stand on.

A court ruling can't be enforced via the military. They have to use civil authority, e.g. arrest the governor or national guard officers for contempt, which isn't going to happen.
Even if it did, what a governor does in that case is arrest the federal officers under any pretense he can and before they execute the warrant.

There will be no civil war. Biden can't do anything. The federal government is at one of its weakest points in history. No one is going to draw guns on Texas or any other state, so they're free to do what they want, including ignoring courts. The states are just starting to realize this, and on both sides. The blow back for sending in troops to enforce federal law, assuming that the president could get congress' approval and overcome posse comitatus, would be political suicide.
