While theoretically they can stiff you with up to $25,000 for delaying a flight (IIRC, not lookin it up) they have usually been reticent to swing that stick on the kind of people who cause delays.
But……people started really goin’ bananas in 2020 and they got a little more leeway to actually smack them around a bit with the fines. So still unlikely, but if he was making a scene to the point they refused to take off, SOMEONE might be coming out a little financially bruised.
I’d believe it just a bit more since Ralph hits that real sweet spot for a regulator: A big enough name he has a guaranteed audience to see that uncle sam means business, but not so big that anyone would take issue with the bureaucrats who approved the punishment

I don’t care if it’s part of a coverup, it’s less paperwork and less intrusion for us
