   Removing idiocy is a matter of shaving off the left side of the bell curve so that the whole thing shaves to the right.
   
   This is not a bureaucratic exercise, more a social attitude, and if not applied, egalitarians take over.
   
   Tards act in self-interest but per DKE are unaware of what that is; they act on what they can conceptualize.

     You can't do it, because it can't be done. Road to hell. Burned souffle. Utilitarianism has always been doomed to the dual fates of abject failure and broad appeal to people that like simplicity.

     You will get no dispute from me that it's reasonable as a social attitude, but discussing it in terms of policy goals makes it a bad idea. "Elitism" is one thing, "kings plus caste system plus end democracy" is a lot more like a policy goal.

     Well, sure, no one expects a dingus farm to make a fancy economy. You know how you turn a civilization into a dingus farm, though? Build in safeguards for people that would otherwise get themselves killed through stupidity. (This is why I can definitely get behind your "SODOMIZE THE WEAK" policy.)

     SODOMIZE THE WEAK is more of a general statement of evolution... all things are tradeoffs, but if one is better, take that and smash down the other.
     
     Sometimes preference applies and should be left alone; this is your classic conservative case-by-case basis (we do not like bureaucracy).
     
     Requires intelligent leaders at every level, which requires suppressing the Herd.

     The leadership is full of psychopaths and not interested in suppressing the herd but utilizing it, specifically to ensure momentum around their own policy.      It doesn't matter whose hand you try to put on the lever once there is a lever: sooner rather than later, the wrong hand will be on that lever. So don't build a lever.
