To claim that it does would be a confusion of Law and Gospel, at which point Walther would like a word with you.
St. Paul's statement does not, as a Gospel verse, transfer over to a command for mixed churches. -

St. Paul spends the entirety of Galatians combating the judaizing heresy which taught that Gentiles had to forsake their entire identities and subsume them into judaism in order to be saved.
Gal.3:28 is a refutation of this idea, as God saves us regardless of race or class. In other words, you do NOT have to give up your ethnic identity to be saved. -
