My understanding is that most Apps developed for Mastodon don't use the ActivityPub standard, but the Mastodon API. In some sense this is exactly the same as they did for Twitter.
Not sure if the Mastodon API follows any standard or if it is open. It seems to be more a "documented by code" kind of deal.
