That's pretty much how it has been for quite a long time now. It just makes their policy choices even worse, not unable to be made.

I have seen very few people argue against the theoretical ability of CO2 to increase temperature on the earth. Most arguments are just that man-made carbon emissions are so little that it cannot become an issue within a predictable timeframe. Not to mention that periods of temperature swings, on par with or greater than what is currently seen, have historically happened in pre-industrial times, leaving doubt as to whether carbon emissions are a factor in recent temperature increases at all.
Academics who have claimed that climate change would be a catastrophic issue are proven wrong when their doomsaying doesn't actually come true, which also leads to a general trend of distrust towards people making such predictions.
