The choke point for setting blacks free is the district attorneys refusing to prosecute. Apparently that does not affect clearance rates. MAYBE cops are just saying "well he's black so we won't even bother arresting him" but when they make arrests like that it's beneficial for their department stats so you'd think they'd take the obvious steps even if it didn't go anywhere.
