Let me explain this again to you since there's some subtext you might be missing, especially with the paragraph before that talks about localizers making sure to neuter the game so it can be sold unchanged worldwide.
Imagine if every game was censored like the cut german version of Half-Life that everyone mocked online for years, or the infamous Nintendo censorship policies that led to high sales of Mortal Kombat on the Sega as opposed to Nintendo, or other censored versions of games.
It's called self-censorship. Their goal is to censor and water games down before it can even offend the Tumblr users of the world. It's a contrast from the days in which pissing off boomers on Fox News meant you made it or Max Clifford planting on stories about how bad your games were would make you big. These tricks still work mind you, as shown by the Harry Potter game selling like hotcakes.
