This is not about Fosstodon's federation policies or what happens on their platform. It's a childish attempt at totalitarian control. They desire a certain worldview, and will use any possible avenue they have at their disposal to force you into compliance.
This is the usual motive behind CoCs, so I can't say I'm surprised.
