and who pays the insurance? Wal-Mart's rates are low. The liquor store owner's are (relatively) high, and they buy from the same place.
Also insurance doesn't cover riots .. and it generally doesn't cover shoplifting or shrink. Owners usually eat those costs.

I'm not defending wal-mart. I don't like wal-mart, but they play within the rules. They might lobby to change some of the rules, but that's also playing within the rules. If you don't like it shop somewhere else (I literally stopped shopping at Wal-Mart from 2009 all the way until 2021. Then Target started selling chest binders to teenagers and I was like "fuck it" .. Wal-Mart has how-to-be-a-racist training for managers, but there were some things I couldn't buy anywhere else .. so I had to compromise ...🤷 )
I'm not defining wal-mart, but I hate thieves more. People can just stop shopping at places (I stopped shopping at Amazon in 2016). We can't really do anything about thieves if the State won't fucking put them in jail.

People are always going to steal, so there should be punishment ... it won't stop current criminals, they'll steal again once they get out (I don't think the majority of really stupid people can be rehabilitated, and the people who stay perpetually in the criminal system and don't get out likely don't have IQs over 80), but it can prevent future generations from going down that path when they see the consequences.
If you want to prevent the growth of theft, it has to start very young. Men need to be encouraged to raise their fucking kids. People raising their biological kids (both of them) is something that needs to be a massive, shining virtue again. Family, dignity, honor .. they're all being destroyed by a culture of do-what-feels-good, abandon responsibility, the State should gibs, make money on onlyfans, etc..
The current generation of criminals is lost, but the next generation can be reduced if the pendulum can swing back a bit
