     IIRC the article is also checking user count, and the Japanese came overnight and mogged us, however the instance is blocked mostly everywhere and there's not a huge interaction overlap between japanese fedi and the rest

     There's some interaction overlap, but only if users speak English as well or post art that isn't weird fetish shit. I know a few Japanese dudes on the fedi who speak English as well and are cool.
     
     Also "blocked mostly everywhere" isn't accurate, Poast and the like are actually blocked more. However, you'll notice over 200+ instances either block media or NSFW flag it from pawoo, and 67+ remove it from the federated timeline. It's only not blocked more because unlike Poast or NCD users, Pawoo users aren't coming on to fight other instance users. It's more "force flagged as NSFW everywhere" or lesser blocks everywhere.

     It's also Pawoo jannies aren't doing their job either, and they changed ownership yet again.
     
     Namely Pawoo jannies (since the Russell buyout from what I was told) are very infamous for discarding any English report since the loli crusaders began to flag art as "child porn", so they got lazy instead of doing their damn job of reading the reports instead.
     
     This means that you can report real child porn and the jannies won't do shit if it's not in Japanese. This isn't without consequences, Pawoo already lost one registrar and I would not be shocked if this is why Russell wanted to unload them.

     IMO, the article it linked about Pawoo did a better job of explaining it and the Pawoo situation. It was also written in 2017, and to know the fedi in 2017 you actually had to be there instead of being another account with a November 2022 join date.

     It also made a good point; the thing with instances like Pawoo getting big is it was going to be a natural side effect of censorship and it uses Tor as an example; that it's a very valuable tool despite the extreme stigma it has. This is what the younger generation of wannabe hacktivists does not get.
