     Yes, and that miniscule fraction of the population are the people that you want to be breeding if you intend to have a healthy society. I couldn't care less about what happens to dysgenic mutants. If some 4'4" guy with male pattern baldness and bad vision wants to juice to the gills and render himself sterile just so he can live out his delusions of being a big man more power to him.
     
     But guys like Michael Phelps, who is a legit genetic anomaly and brings nothing but positives to the genepool, should be discouraged from doing shit that could impair their virility.

     Probably not a good idea to allow the most genetically gifted parts of the population to have unrestricted access to hormones that can cause failure to their reproductive systems or chemicals that may produce organ failure or extremely aggressive forms of difficult to treat cancers.
