     @Turkleton @InceptionState @Twoinchdestroya Come on, they emptied out their prisons a month in, too. They just didn’t go hog wild with turning them loose and making them easily distinguished like russia did. They probably did the smarter thing and just divested the convicts into units in the regular force with more oversight, at least try to keep them on a leash.

     But the whole ‘terror’ thing is part of the point, somehow. They always talk it up but I never see it really grant tangible benefits
