Usually the better artists are all behind patreons and does raffle and end up more or less drawing what the fuck they want, how they want it. I just want a specific commission closest to the aikatsu artstyle and most of the artists that could make it happen won't do it, because at that skill level, you can do whatever

This is pretty much the truth of commissioning, if you want something highly specific, it's basically impossible. Best you could hope for is a mediocre autistic artist that is somehow specialising in that, and then you run into the issues of "Oh, I don't do backgrounds" and bullshit like that
