Elon is basically running a fiefdom in Florida, bending the ruling stratum to his will as they are desperately dependent on his launch capability, a capability they know they would lose if they tried nationalizing it. He's got that White boy magic they need.
     
     So he's starting to place conditions.

     Niglon has instead chosen to focus on the machine world and ingratiate himself with the warrior class (Starlink and space warfare). This will pay far greater dividends, especially if the US eventually gets serious about wanting hypersonic weapons and learning how to counter them
