Localization of Japanese games has always been an issue. Western studios all the way back to the NES days have taken Japanese games and changed them in some way to try to appeal to the western audience more. Back then it was just trying to remove stuff like sex/nudity, since video games were seen as things made for children. Now, even things in M rated games are being censored, changed, removed, etc. It's not just the censorship, it's how often localizers actually just change things because they think it's better. It never is.

Back then the developers were not so familiar with overseas projects, so whatever the U.S. people said the developers felt like they had to do; otherwise the game wouldn't be accepted overseas. And I kind of believed in that too. But after a few years we started to realize, "Hey, this is just their ego." ... They wanted to change everything they could [so they could say they played a role in the development]. Even the titles, right? Like Biohazard to Resident Evil. [After] we learned that, developers actually often refused to listen to their suggestions, or tried to get a second opinion from someone else. But back then on Street Fighter 2, whatever Americans said was the absolute truth we had to follow.

Heavens Feel (heavens_feel@bae.st)'s status on Sunday, 19-Mar-2023 17:24:04 JST Heavens Feel @beardalaxy @beardalaxy On the Metal Gear games released for NES, due to Konami's localization standards at the time, English packaging and manuals replaced Big Boss's roles as the player character's commanding officer, the main antagonist of the first game, with Commander South and Colonel Vermon CaTaffy respectively.
Ultimately Big Boss appears as the final enemy in the game but the changes listed above were done just for the sake of changing things.
