But what you can do is compensate by using the element of surprise as a tool of terror. If ppl in #Lebanon knew in advance where they would strike we could get ‘used’ to it. If it was all surprises the results could be too much bad PR, especially in #Beirut where so many Western journos are based. #Israel know this, so they alternate between warning us and surprising us.
