When your enemy is a civilian population you can’t just bomb all the time. It’s too expensive. You don’t have enough troops. But what you can do is compensate by using the element of surprise as a tool of terror. If ppl in #Lebanon knew in advance where they would strike we could get ‘used’ to it. If it was all surprises the results could be too much bad PR, especially in #Beirut where so many Western journos are based. #Israel know this, so they alternate between warning us and surprising us.
