And they’re doing it because they know that the .40 outperforms the 9mm in every regard except capacity, where it only comes up short by 1 round in most pistols.
40 S&W, even in target-grade factory loadings like American Eagle or Magtech or PMC, is still equivalent in terms of external and terminal ballistics to the lower end of .357 Magnum. And there are boutique loadings like Double Tap and Buffalo Bore that are almost on par with full-house .357 Magnum rounds. So having 11 rounds or more of .40 S&W concealed on your person is quite a lot of firepower.
