Gypsies usually but also semi-temporary field worker encampment or just poor people slumming it out in an open area making a ghetto-neighborhood. The priests delegated to such places instead of a proper church were usually not the finest specimens the clergy had to offer. Call a priest that even today and you'll probably get a cane to the head.
