   any variable tax is usually a horrible idea that only only worsen things

     Sounds like an anti-farm tax. It either varies with value of the land, or you're picking an average which charges city prices to rural residents.
     
     Interesting they wanted to do it in Detroit.

     The only difference of LVT is that you're not taxed for buildings. The point is if the land is valuable and you're not using it, you have to sell it to someone who will. Farming should be done on land that is best suited to farming.

     It creates the same pressures on people to sell land, and raises the cost of living correspondingly.
     
     I think the "unused land" specter is imagination, to be honest, unless someone can point to tangible examples.
     
     Valuable land usually gets sold.
     
     In Detroit, it is not sold because ghetto land is not valuable.
